We are seeking an Rapid Application Development Techncial Lead to drive the end-to-end design, development, and delivery of fast, scalable, and high-impact digital solutions.

 

A current Top-Secret Clearance is required to be considered.

 

Responsibilities

Position Description: Rapid Application Development Services Technical Lead - We are seeking a dynamic and innovative Rapid Application Development (RAD) Services Technical Lead to drive the end-to-end design, development, and delivery of fast, scalable, and high-impact digital solutions. In this hybrid role, you will lead agile technical teams, work closely with business stakeholders and clients, and champion modern development practices—including low-code/no-code platforms—to accelerate time-to-value.

 

This is a high-impact leadership position that requires a unique blend of hands-on development, technical architecture, agile delivery, and customer-facing communication.

 

Responsibilities:

  • Manage tactical teams performing incident response and computer network operations and exploitation (CNO/CNE) focused on the rapid deployment of capabilities to address challenges in real-time.
  • Manage teams comprised of technically proficient government personnel and contract staff skilled in advanced digital forensics.
  • Ability to perform the following duties:
    • Building and testing operational prototypes
    • Conducting analysis of case and intelligence related cyber data to develop and apply advanced analytical tools or methodologies
    • Performing research of novel capabilities derived from technical analysis
    • Researching emerging technologies, exploitation techniques, custom tools, etc.
    • Performing reverse engineering of applied cyber actor tools, techniques, and capabilities to garner insights and advance defenses
    • Performing network analysis and design
    • Performing robust vulnerability research and analysis of technical information (data, code, binary code, etc)
    • Supporting systems integration for law enforcement operations
  • Lead Rapid Development Cycles - Guide the team through accelerated application development sprints, ensuring fast delivery of high-quality prototypes and MVPs.
  • Architect Scalable & Flexible Solutions - Design systems that support quick iteration and future extensibility, balancing speed with long-term maintainability.
  • Collaborate Closely with Stakeholders - Work directly with product managers, business analysts, and end users to gather evolving requirements and rapidly implement feedback.
  • Oversee Technical Execution - Provide technical direction for frontend and backend development, database design, integrations, and low-code/no-code platforms (if applicable).
  • Promote a Prototype-First Culture - Champion the creation of clickable wireframes, functional mockups, and working demos to validate concepts early and often.
  • Mentor and Support Developers - Lead and coach a cross-functional development team, fostering best practices in rapid development, code quality, and peer reviews.
  • Ensure Agile Delivery with Continuous Feedback - Run tight feedback loops through continuous integration, user testing, and iterative releases to quickly evolve applications.
  • Identify & Resolve Technical Barriers - Troubleshoot issues, remove development roadblocks, and implement pragmatic solutions under tight timelines.
  • Integrate Tools and Technologies Efficiently - Evaluate and implement RAD-friendly tools, frameworks, and platforms (e.g., OutSystems, Mendix, Microsoft Power Platform, or traditional stacks).
  • Maintain Quality While Moving Fast - Balance development speed with technical rigor through lightweight testing, version control, and coding standards.
  • Champion Reusability & Modularity - Build reusable components and templates to accelerate future project cycles and reduce duplicated effort.
  • Communicate Progress Transparently - Provide clear updates to stakeholders on development progress, risk areas, and timelines during rapid iteration phases.

 Required Skills:  

  • Active top-secret clearance.
  • 13+ years of relevant experience ( a Masters degree can account for some of the experience)
  • Full-Stack Development Expertise - Proficiency in both frontend and backend technologies
  • Low-Code/No-Code Platforms
  • Rapid Prototyping Tools - Familiarity with prototyping and wireframing tools.
  • API Integration Skills - Experience rapidly integrating RESTful APIs, third-party services, and cloud-based backends.
  • Database Design and Querying - Solid understanding of relational and/or NoSQL databases, with the ability to design quickly adaptable schemas.
  • DevOps & CI/CD Fundamentals - Exposure to continuous integration and deployment pipelines to support fast delivery cycles.
  • Excellent communication, collaboration, and problem-solving skills.
  • Demonstrated ability to lead by example and inspire team growth.
  • Some domestic or internal travel may be required.

  • Other: Work may be performed in an office environment, which may involve frequent contact with staff and the public. Work may be stressful at times.
